IMO C

determined by is the correct idiom
so X as to Y [X= adj and Y= verb] is preferred
estimate of is correct, i guess

E is right

1. "Potential To" is also a right idiom

2. Real test is between "Enough To" -Option D and "So X as y "-Option E are correct idioms..

D changes the meaning and hence E

( Recall the example from MG Sc...XXX is so tall as to reach the ceiling

XXX is tall enough to reach the celiing)
