why (a)is right not (b)

the word dumping does not match the rest of the sentence

Hi,

Just wished to pint here that the answer as per OG11 is D for thsi question, 1000 Sc says its A.


Any thoughts ?

Am really confused now about how to approach, I did from SC and then moved to this.

The answer has to be E. In English written things and facts not disproven are always in the present tense. If this agrrement was abolished, then we can use "reduced."

A long time ago people discovered that the world is round not the world was round.

In The Lion King Scar kills Mufasa, not killed Mufasa.

Our constitution gives us rights, not gave us rights. Only if it is abolished can we use gave.

Those are my thoughts.

imo;D

A changes the meaning...

it uses " past perfect"... an action that has been completed in the past.

But actually the sentence means something different..

reduced the amount of phosphates..

the sentence means to say that the dumping is still going on...

And D uses an appropriate verb "are" to show that...

B uses past perfect conti. ... changes meaning.

imo this sentence is to test our ability to understand the sentence

It can't be D unless the agreement is no longer in affect.
The first amendment "gives" us the freedom of speach, not "gave" us.
