Referencing evidence in AWA essays

Hi Guys,

Quick question. If an AWA talks about a town or country that doesn't really exist as a background for its topic, are we entitled to reference things that we can make up? For example if the Topic is about the "Escalation of Violence in City X", is it fair game to say something like: "25 years ago City X experienced so and so..." ?

Curious because I saw something written with that logic in this example essay posted here:
https://www.platinumgmat.com/about_gmat/ ... gument.pdf

refering to paragraph 4, how would the writer know anything about what happened in the city 25 years ago?

What do you think?
