The anounced relication

The announced relocation of the hospital has been welcome news for the city, where economic growth has been stagnant for the past several years.

city, where economic growth has been stagnant
city whose economic growth has been stagnant
city where economic growth has been stagnated
city, whose economic growth as been stagnated
city, the site of stagnated economic growth

OA A - but I feel the usage of whose is more appropriate.

Any suggestions why whose would be wrong?

Where is used to refer to places
and whose is possessive of who

Also here the where clause is non essential
but with whose it has been made essential, which is incorrect
