I too go for E for the reasons stated above. Further, "organized the exhibit by chronological order rather than by art movement" seems correct.

Though I am not sure but I think that option (D) and (E) both changes the original meaning of the sentence by introducing the word "THAT".

As THAT introduce restrictive clause, so, it looks like that previous decision (which now reproved/changes) was responsible to organize the exhibit by chronological order..... But in original sentence the meaning is reversed. Original sentence wants to state that the new decision will be responsible to organize the exhibit by chronological order... .

So IMO, (E) changes the meaning of sentence, whereas (B) retains the meaning of the original sentence as well as maintains the parallelism too.

Hope it makes some sense...

Why do you feel that (B) plays with tense?

It is perfectly alright with tense. Let's see an example:-

Raunekk decided to beat the GMAT.

Now you have taken the decision in past but used infinitive to describe the action.

Hope it clears your doubt...
