C and E

C because 'there is' is the right usage

E because "the unemployment rate is four per cent" or "unemployment rate being 4 %" is wrong. It's like you are assigning 4% a numerical value to unemployment rate - a noun. Ideally it should be 'unemployment rate of 4%' but E comes close.

Damn the confidence - hope I'm right :)

for number 2 choice E is incorrect - can't use 'among' need to use 'between'

However D might not be correct either as the sentence uses the If clause where 'if' clause is in present tense, thus the 'then' clause should be in future.

Well, at least that's what I knew but it seems more appropriate than any other. So the only other choice remaining is C. I am not sure about number 2.

for number 1 - C
