Let X = Width
2x = Length
The boarder area would equal the picture length plus 4, times the picture width plus 4. Subtracted by the product of the length and width of the picture
(X+4)(2x+4) - 2x^2 = 196
2X^2 + 12x +16 - 2X^2 = 196
12X = 180
X =15
Length is 2X
2 x 15 = 30
C is the answer
