Since Neel and Jacob are moving towards each other, their relative speed would be added. Thus, their relative speed would be 4 + 3 = 7 mph.

Again, since Neel's speed (4mph) is greater than Jacob's speed (3 mph), Neel would have covered 4/7 part of the 28-mile trail.

Thus, Neel would have traveled 4/7 pf 28 = 16 miles when he meets Jacob.

The correct answer: D
