There are several values of x and y that satisfy BOTH statements. Here are two:
Case a: x = 28 and y = 7. In this case, x/y = 28/7 = 4. So, the answer to the target question is
YES, x/y is IS an integer
Case b: x = 28 and y = 40. In this case, x/y = 28/40 = 7/10 = 0.7. So, the answer to the target question is
NO, x/y is is NOT an integer
Since we cannot answer the
target question with certainty, the combined statements are NOT SUFFICIENT
