It's pretty simple. Statement 1 itself is sufficient. # of diet = # of non-diet soda = 9. Sufficient.

Statement 2 is insufficient since non-diet soda can be 17, 15, 13, ... 1. No unique answer. Insufficient.

The correct answer: A
