1) The radius of the patch is 4 centimeters.
2) Each side of the square piece of fabric is tangent to the patch.

Question => What is the perimeter of the square piece of fabric?
Perimeter = 4 * length

Statement 1 => The radius of the patch is 4 centimeter
The exact position of the circle on the square is not known so we can not get the length of the square and we cannot get the perimeter of the square.
Statement 1 is NOT SUFFICIENT.

Statement 2 => Each side of the square piece of fabric is tangent to the patch. This means that the circle filled up the square to the extent that the side of the square is touching the edge/curve of the circle but this information does not provide the length of the square and cannot get the perimeter. Hence, statement 2 is NOT SUFFICIENT.

Combining both statement together => radius of the circle = 4cm
Diameter = 4 * 2 = 8cm
Length = 8cm
Perimeter = 4 * 8cm = 32cm

Both statements together are SUFFICIENT.
Answer = option C
