1) Adjacent sides \(PQ\) and \(QR\) have the same length.
2) Adjacent sides \(RS\) and \(SP\) have the same length.

For a parallelogram, the opposite (not adjacent) sides are parallel and equal to each other. Since the statements talk about adjacent sides, the quadrilateral PQRS may or may not be a parallelogram. Let's take two extreme cases: When all the four sides are parallel and equal, PQRS is a parallelogram; however, if opposite sides are not parallel and unequal, PQRS is not a parallelogram. Both the statements together are insufficient.

The correct answer: E
