IMO C

there should be a clause/sentence after "as", eliminate A, B
In D: Taste is singular, and verb "have " is plural, eliminate
in E: the subordinate clause should begin with "that", eliminate

comparison flaw..has to compare apples to apples."As of" will not compare the characterstic of metropolitial meuasum to that of American measum.Hope I make sense.

Pay attention to the last part of the sentence. "...the judgments of..." Since "judgments" is plural therefore, verb must also be plural. "have" must be used.
A, B, and E: Use of "has" is incorrect.
D: "the taste"(singular) is followed by "have"(plural). Subject-verb agreement violated.
C: Subject-verb agreement maintained. Hence, C is the answer.
