Faced with an estimated $2 billion budget gap, the city’s mayor proposed a nearly 17 percent reduction in the amount allocated the previous year to maintain the city’s major cultural institutions and to subsidize hundreds of local arts groups.

This is a great example of || issues.

C is the best choice

A is not ||.....two things proposed....."a reduction" and "to subsidize"

A is the right answer here because it maintains the correct Parallelism

the city’s mayor proposed a nearly 17 percent reduction in the amount allocated the previous year "to maintain" A and "to Subsidize" B

Which one is better A or C and why
There's more to this question than just the simple parallel structure.. Why C is wrong is because it says.. proposed to reduce, by nearly 17 percent, the amount [color=red]from [/color]the previous year
the "from" implies that the amount is getting reduced from last year's and not this year's allocation..
