IMO A

"that" should precede "there" to maintain parallelism, thus boiling down to options A and E.

We can eliminate E as it states with certainty that there is an agreement among the voters, While Original sentence states that there may be an agreement.

However I am not much convinced about A because it states Much United states voters. Since voters can be counted, should that not be "Many United states voters" ?

much here refers to what extent the voters agree and doesn't refer to the voters
