Say annual salary is $x.

Thus, the largest bonus = 20% of x = 0.2x

And the smallest bonus = 30% of 0.2x = 0.06x

Let's take each statement one by one.

1. The smallest possible bonus that Felix can receive this year is $4800.00.

=> 0.06x = $4800. We can get the unique value of x. Sufficient.

2. The difference between the largest and smallest bonus that Felix can receive this year is $11,200.00.

=> 0.2 x - 0.06x = $11,200. We can get the unique value of x. Sufficient.

The correct answer: D

Hope this helps!
