I think you're missing some information above.

Target question: Is the average salary of a professor at University D at least 25 percent higher than that for a professor at University M?

NOTE: In order to determine the average salary of a professor, we need to know the amount spent on professors' salaries AND the number of professors
For example, if University D has only 1 professor, then the average salary at University D = $6,000,000/1 = $6,000,000
Conversely, if University D has 1,000,000 professors, then the average salary at University D = $6,000,000/1,000,000 = $6
Since we aren't told the number of professors at University D, we can never determine the average salary there.
So, we certainly can't compare average salaries at the two universities.
