If we use so as to in this case, it would mean that the employers are taking care of the sick and newborn children. The construction of the sentence would also be awkward then.

I believe D is the best choice here but it has a pronoun "they", which could refer either to the employers or the workers.

Even with that little confusion I would go with D.

the pronoun reference error is so profound here that i preferred to choose B, however later realized to my dismay i have just got wrong here...
The so as to is certainly unidiomatic and only D serves better )))
