Hi Roland2rule,
Let's take a look at your question.

Payment for the first book = $21.95
Payment for each additional book after the purchase of first book = $12.99

If the customer purchases 4 books, he will pay $21.95 for the first book and $12.99 for the remaining 3 books. So the total amount he will pay can be calculated as:
$$=21.95+3\left(12.99\right)$$
$$=60.92$$

Let's solve each option one by one to check which one is equal to 60.92,
OPTION A:
$$3\left(13.00\right)+21.92=60.92$$

Therefore, Option A is correct.
