Let's take a look at your question.

Jerry has 3 flavors of ice cream in his parlor. Let the flavors be A, B and C.
Let's find out the number of options for George to pick a one flavor ice cream.

George can pick any of the three flavors A, B or C. So George has 3 options to choose from.

Let's find out the number of options for George to pick two flavor ice cream.

George can pick either of the following combinations of two flavors.
A and B
A and C
B and C

Therefore, George can pick 3 options of two flavor ice cream.

Let's find out the number of options for George to pick three flavor ice cream.

George has only 1 option to pick a three flavor ice cream i.e. A, B, C.

Therefore the total options for George to pick a one-flavor, two-flavor or three-flavor order = 3 + 3 + 1 = 7

Hence, Option D is correct.
