Is b an even integer?

(1) The product of b and integer c is even.
(2) b is divisible by 4.

1) The product of B and integer C is even.

B=2, C=2, then the answer to the question is YES
B=1, C=2, then the answer to the question is NO
Fact 1 is INSUFFICIENT

2) B is divisible by 4.

If B is divisible by 4, then it has to be a multiple of 4 (re: -8, -4, 0, 4, 8, 12, etc.). Thus, B MUST be even - and the answer to the question is ALWAYS YES.
