If only people who paid deposits attended the Rose Seminar, how many people attended this year?

(1) 70 people sent in deposits to attend the Rose Seminar this year.
(2) 60% of the people who sent deposits to attend the Rose Seminar this year actually went.

The OA is C.

Why C is the correct answer? Can any expert explain this DS question please? Thanks.
