We're asked for the year that Carson and Joan got married. To answer this question, we really just have to be 'thorough' while thinking about the possibilities.

1) Carson's sister Loraine , who got married 2.5 years before Carson and Joan got married, got married in 1964.

With Fact 1, we have to consider which MONTH we're discussing. For example:
IF... Loraine was married in JANUARY of 1964, then Carson and Joan got married in JULY of 1966.
IF... Loraine was married in DECEMBER of 1964, then Carson and Joan got married in JUNE of 1967.
Fact 1 is INSUFFICIENT

2) Carson and Joan's 16th wedding anniversary was in 1982

The 16th anniversary is 16 FULL YEARS, so regardless of the month that Carson and Joan were married, the anniversary would be in the SAME month. Thus 1982 - 16 years = 1966 was the year they were married.
Fact 2 is SUFFICIENT
