"Having" is the participle form of "to have," and functions as adjective.

Correct: Having run out of oxygen, Dave began to panic. ("Having" functions as an adjective that modifies "Dave."

Correct: Dave has run out of oxygen. "Has" functions as a singular helping verb whose subject is "Dave."
