As for me the answer should be A. That is, if a line has a negative slope this line will finally reach the 2-nd quadrant. However, if we just know the line's Y intercept we can just tell that the line is not parallel to the Y axis, but it we don't know where it is going.
Correct me, if I'm wrong, please.

I would say that A is insufficient. The line could start in Quadrant I, cross through IV, and into III without ever going through II. We dont know any of the possible intercepts in order to be able to use the slope to figure out where the line may or may not be crossing.

B is insufficent because we dont know the slope of the line cant tell which direction it is going (it could be a straight horizontal line going -6, never crossing into Quadrant II, or it could be a diagonal starting in II, passing through III and the y intercept into IV)

If we take the two together then we have the slope, and y intercept and can actually map out a line and figure out if it passes through Quadrant II.

***After reading the explanation, I should have probably realized that if a line crosses through quadrants I, IV and III, it has a positive slope....sorry guys...and thanks!
