Where am I?

I've so far taken 2 tests, both PP1 and PP2, and have had the following successes- 640 (39Q,39V), and 640 (42Q. 37V). On PP2 I felt very distracted on the verbal and my score suffered significantly because of it, and know that I could at the very least hit 39V if not higher.

Based on where I am, how realistic is it that I reach around a 700 by early Nov (6/7 Weeks.)

Additionally, what would everyone recommend on Quant? So far I feel like I haven't done too many problem questions, mostly just studying material. Is really doing the problems over and over essential to Quantitative success?

I think a 60 point improvement is realistic if you put in the work. As you said, yes, the key on quant is doing problems. However, just "doing" the problems is not enough; the key is to analyze every problem that you do, including ones you got right, trying to figure out if there was a better way, why every answer choice is right or wrong, etc. This goes for verbal, too (maybe even moreso).
