do the choices D and E fault in parallelism of "pass" and "allow"?!
B and C are similar except that B is too wordy at the end.

I don't know why A can't be considered?!

"Passing of" is the correct usage!

This would have been easy if you just check for parallelism in

proliferation of X led to Y.

X and Y have to be parallel.

This means that if X is a noun Y has to be noun.

X = cybersquatters -> a noun

Y has to be noun.

Choice A goes out.


In the other choices, there are 2 candidates to complete the parallelism of nouns.

1) Anti-squatting act 2) passage of Anti squatting act.

Now the proliferation did not lead to the Act. It lead to the passage of the act.

Consider:

The citizens' agitation led the the streets being cleaned by the County.

is more correct than

The citizen's agitation led to clean streets.



this leaves us with B and C.

C is better because "which" correctly refers to the protection act,since it is the noun placed closest to "which".
