Logically An expedition and a return are separate but here ;- Expedition was to follow-->to look--> to continue--->to return according to the parallelism.

In a list of infinitives, the
to must appear in only the FIRST infinitive or in ALL of the infinitives.
Example:
Mary likes to perform the following actions:
to swim
to run
to play.
Correct:
Mary likes to swim, run and play.
Here, the
to correctly appears in only the first infinitive.
Correct:
Mary likes to swim, to run and to play.
Here, the
to correctly appears in all of the infinitives.
Incorrect:
Mary likes to swim, run and to play.
Here, the
to incorrectly appears in the first and third infinitives but not in the second.
OA:
The Lewis and Clark expedition was TO FOLLOW the Mississippi river, LOOK for easy water routes, CONTINUE to the Pacific, and RETURN.
Here, in the list of infinitives --
to follow, to look, to continue, to return -- the
to correctly appears in only the first.
