The question is explaining a contradictory behaviour. The first half talk about limited role to be exercised by government, so the second half should
talk about restricted role of government to make the statement a paradox.

Choice A is wrong as it introduces Victorian era which is not spoken in any contect of the question. Also no mention of the government.
Choice B is wrong talks about family's role not governments role
Choice C is wrong as it does not clearly explain the governments role.
Choice D is wrong as again it is talking about individuals freedom, nothing about governments role
Chouce E is correct, as it speaks about a regulatory role in private life, which is the opposite of Jeffersons ideal in the first line, making it a paradoxial statement.
