While the # 1 can cleary be inferred, # 3 is insidious because, I think, could be few influential Civil Service employees in the government who make it inefficient. If it is the case # 3 can't be inferred.

The correct answer choice should have I and should not have II, Which leaves us with A & B

It can't be B because it reverses the info we know from the stimulus.

We know that Most civil service employees are Govt workers. III does the polar opposite.

here it is said that civil employees loaf around, thus the govt is inefficient. so doesnt it mean that CE must be making a big part of it to base the inefficiency of govt on them?
