A - Lower average inflation caused the average budget decrease during the Governor Verdant's, not the more economical administration of the Governor Verdant's .

E - tells us that the previous governor has attempt to reduce budget growth but this doesn't undermine the fact that there has been a slowdown in the growth of the state spending during Governor Verdant’s respect the growth of the state spending during previous government.
