If 4 < radius < 6 AND the radius is an INTEGER, then the radius must equal 5

The distance from (-2,-3) to (-2,1) is 4. (-3 is 4 units from 1)

The distance from (-2,-3) to (4,-3) is 6. (-2 is 6 units from 4)

So if the point inside the circle is 4 units from the center, and a point outside the circle is 6 units from the center, the radius is between 4 and 6. If it's an integer. That leaves 5. B is the answer.
