my concern: in D is the construction "be obtained through private donations not tax revenue" oki?

Yup, that's fine. As long as the preposition precedes both nouns, you don't need to repeat it: for instance, "I wanted to go to London, not [to] New York!" or "I was supposed to work through the first book, not [through] the second one."

D is the option in which, which is correctly referring to Town Pool. B and C does not use the correct reference for "Which"
