This one starts listing what he has been railing against, mentioning the callousness and injustices and the negligence. Then somehow the list incorrectly includes trying to forge, conveying that he is railing against trying to forge a transnational people's movement.

Here we have a list nested in another list. The main list is railing against and trying to forge. Nested within that list is another list, one that includes the callousness and injustices and the negligence.

This answer choice works, correctly conveying that he has been railing and trying and that he has been railing against the callousness and injustices and the negligence.

C) railed against the callousness and injustices of governments, the negligence of the upper classes, and tried to forge a transnational people's movement

The sentence created using this answer choice does not work. A list starts with spent, in the non underlined portion, then continues with railed. So far so good. Then the construction breaks down by listing what he railed against and including tried to forge in the list of what he has railed against. If there were an and between the injustices of governments and the negligence of the upper classes, this choice would basically work, although the meaning conveyed would be somewhat different from that of the original.

D) railing against the callousness and injustices of governments and the negligence of the upper classes, and trying to forge a transnational people's movement

Maybe you copied this question incorrectly, because this answer choice is the same as correct choice B.

E) railing against the callousness and injustices of governments, the neglecting of the upper classes, and trying to forge a transnational people's movement

This one has two issues.

One is that use of the wording, the neglecting of the upper classes, does not correctly convey what he has been railing against, which is the negligence of the upper classes. This type of meaning issue is not really like the meaning issues that appear on the actual GMAT, but anyway, that's one issue.

The other issue is that the sentence created using this answer choice incorrectly conveys that he is railing against trying to forge a transnational people's movement. He seems to be railing against callousness and injustices, neglecting, and trying.

So the best answer choices are the identical B and D choices.
