Organization A starts with 1050 members. Let's say it increases by x members per year. At the end of five years, the new number of members will be 1050 + 5x

Organization B starts with 1550 members. Let's say it increases by y members per year. At the end of five years, the new number of members will be 1550 + 5y

We want those values to be equal. So
1050 + 5x = 1550 + 5y
5x - 5y = 500
x - y = 100

So we need the difference between the two values to be 100. The only option that would allow this would be if x = 130 and y = 30.

David,

I think question mentions an increase in no's at constant rate. For eg 10% every year on 1550 or 5 % on 1050.

My understanding is wrong?

If we look at the table provided, it identifies the "rate" of increase as an increase in "members per year." So one rate of increase is 30 members/year and another rate of increase is 130 members/year.
