Will it be doubtful, if we don't know "who is doing something"?

My answer is B. I split b/w A and B. I went with the modifier which is B. Did not like but in the first. PLease explain..

In option B "omitting" has to modifying the whole of the preceding clause. But in such case it has to also mention who is omitting which B does not do.

Hence A should be the answer.
