this is the only option that is parallel to the later half of the sentence ie.

I'd say D.

I don't think it's C b/c placing "whereas" at the beginning of the sentence creates an awkward construction.

Yeah C it is, for 2 reasons

1) right comparison - owners with owners
2) Right sub verb agreement - owners of condominium apartments have
