'which' is used as a modifier to refer back to a preceeding noun.
'that' is used as conjunctive to combine two clauses ... therefore, we opted with choice 'A' and not 'C'

That refers to what is exact particles.
if there is no first "that" the second "that" cannot be alive.
C cannot be correct because which is vague.
