In the major cities of industrialized countries at the end of the 19th century. important public places such as theaters, restaurants, shops and banks had installed electric lighting, but electricity was in less than one percent of homes, where lighting was still provided mainly by candles or gas.

The answer should be A IMO.

C or D can be eliminated IMO due to homes being plural and was being singular. B changes the meaning of the stimulus. E makes it sound like electricity is where lighting has still been provided by candles.

Would love to know if I am correct.

Well answer can't be A for the same reason given for C and D "homes being plural and was being singular."

@Suyog,

I think we can go with Neeraj's explanation. Also, I think we should ping some GMAT Instructor because he/she only can in a better way. BTW what is the source of the question?

@Priyanka

Lighting is a singular NOUN. Do you think WAS is used for noun LIGHTING? If so then we have the reasons to eliminate the choices (C) and (D), irrespective of SVA error.

Rule : Action set in the past perfect must have another action that comes after it set in the simple past.

Definitely, it's A.

The biggest reason is that the modifier "where" directly follows "homes". Probably the next best candidate is B, but B is incorrect because it would need to say "was still" not just "still", and should probably say "but" rather than "and" to maintain the meaning of the sentence.

C is wrong for "being", amongst other reasons.

D messes around with tenses, switching from past to present.

E makes it sound like electricity is the thing that was using lighting, not homes.

Hope this clears things up!
