By the way, I don't love the answer to this one, because it's always iffy to have a relative pronoun touching something it isn't really modifying ("artifacts"). Hi Tommy,

Am also not comfortable with "that" touching "landmarks and artifacts".
Though the artifacts cannot create monuments and museums; so, I feel that may be a justification
for rejecting C.

A better approach might be to say "a committee FOR.....artifacts and FOR creating monuments
and museums across the city.
