Since this is a CR question, it really should be posted in the CR Forum (and not the SC Forum). I'll still walk you through it though.

The Facts:
-Injectable flu vaccinations are now available
-Parents are reluctant to force their children to be injected (because of the pain)
-PARENTS can be at serious risk of complications from the flu though (and are commonly injected/vaccinated).
-A new flu vaccination (nasal spray) is effective for children

The Conclusion:
-Since children rarely develop serious complications from the flu, there's NO PUBLIC HEALTH BENEFIT from the widespread vaccination of children.

The Logic:
The prompt tells us that children rarely develop serious problems from the flu, so the new nasal flu vaccination WOULD NOT lead to a PUBLIC HEALTH BENEFIT. For there to be no benefit AT ALL, we have to assume that if children get the flu, then the flu does not infect anyone else around them who might develop serious complications (such as the PARENTS of the children). Answer D matches that idea.
