This SC comes down to Modification and Parallelism rules:

1) Modification - The original prompt begins with the phrase "When working with overseas clients,....." This is a descriptive phrase that describes "global managers"; according to modification rules, "global managers" should come next (right after that comma). None of the answers are written that way. Answers A and B place an incorrect phrase after the comma, so they can both be eliminated.

2) Parallelism - The sentence describes 2 things that matter to global managers. These 2 things must be written in "parallel format" and use a proper 2-part phrase. Answer D states "an understanding....is at least as important to THEM as THEY grasp", which is not parallel. Answer E states "an understanding....to be equally important as...." which is not a proper 2-part phrase. Answer C states "an understanding....is at least as important as....grasping...issues." This IS parallel and uses a proper 2-part phrase.
