Parallelism rules can sometimes show up on the GMAT in peculiar ways. There are several reasons why E is correct and C is not, but since you're focused on the parallelism, then I'll focus on it too:

The 2-part phrase "not only.....but also...." requires that the words that follow "not only" and "but also" be parallel.

In E, we have the word "due", but it appears BEFORE "not only", so "due" is NOT part of the parallel phrase.

"not only to gale winds.......but also to the sacrifice" is a parallel phrase.
