As the others seem like assumptions. This one seems like a statement.

A - Local merchants will be benefited. But how? When their business will grow. Seems Plausible Assumption.

B - If the survey is to be trusted then the citizens are favoring the repaving of streets. There may be some proposals at hand but they are supporting the repavement. hence Valid assumption.

C - Why the local merchants will be benefited. They ought to have their shops located near the downtown area. A valid assumption.

D - We can't judge anything about the traffic load in downtown area. May be some construction work has led to the degradation of downtown streets. hence Not a valid assumption.

E - If there is no credibility of the survey itself then entire statement of the problem will be in PROBLEM. Hence It must be an assumption.

I as confused between B and D. But D seems a strong answer.

The conclusion states that everone would vote for this improvement as this would benefit local merchants. Load more traveled and benefit to local merchants are not necessarily related.
