This SC is built around a Comparison, so we have to follow Comparison rules (these rules also include Parallelism rules).

The first part of the comparison is "...the rate of increase...", which means the second part of the comparison MUST also be a "rate of increase." It's also worth noting that a "rate" can be twice another "rate", but it can't be "twice as fast."

The only answer that follows these rules is C.
