Please evaluate my case

Hello ,
I just wrote my gmat today and scored a 650(49Q,29V)
I had taken gmat in 2011 June and had gotten a 660 49 Q(86%), 31 V(58%) score earlier.
Will my 660 still apply?

I have about 6 years of experience in IT. I have 4 years of experience in leading my team of 5 resources.
I have 3.4 gpa in undergraduate. I also have a MS in Computer Engg. from Univ of Maryland Baltimore County where I have 3.2 gpa? Should I include this too?
I am also a writer of some repute, ie.a I have two publications.

I am aiming for Smith at MD or McDonogh Georgetown for MBA in Information systems.

Can you please assess my chances and provide some feedback. Really appreciate your help.

You are in the ballpark for sure at G'town and Smith given your 660 falls within each school's 80% range, which is a good litmus test when narrowing down schools. To your first question, yes the higher score will count. Schools only consider your higher score, but due to the way the GMAC reports the scores, both of your sittings will appear on the report. Don't worry about the more recent lower score showing--only your best score will "count."

Should I focus on my extra curricular activities in my apps. Do you have any other suggestions for me.

Not sure what you mean by focus on your EC activities. All b-schools are going to give you the opportunity to tell them about how you are engaged in your community outside of work, so you should definitely present evidence that you are. It's likely you did things in college and grad school too which form a history of giving back or participating in some area, which is always good (trends are good, running out and volunteering once in a soup kitchen won't get you much kudos).
