the meaning of E is nonsensical --->"have been led" seems to suggest that "investors" are being led by someone to do some thing.

(B) Foreign investors are plural...has led them is therefore incorrect
(C) Growing confidence in their ability to make profitable investments in the United States has led foreign investors -> Correct
(D) Have led is not appropriate with growing confidence..ability for is unidiomatic
(E) capability of is correct idiom. Also have been led suggests that foreign investors are being led by someone
