I thought it is not relevant because it is talking about difference time period before 1995

Confusing wording.
What is meant by "This increase has led to a higher percentage of the total garbage produced by all the age groups."

If we're talking about the proportion of total garbage produced by all age groups, we can't have a higher percentage. The percentage of TOTAL garbage produced by ALL age groups (i.e., the entire population) will always be 100%.

For example, in 1995 the entire population produced all (100%) of the garbage. In 1996 the entire population produced all (100%) of the garbage. In 1997 the entire population produced all (100%) of the garbage. So, how can there be a higher percentage of the total garbage produced by all the age groups."?
