E should be the answer

Stmt1: 0-r = 3(0-m)
r and m could be on either side of zero. Insufficient. Left with B, C, or E.
Stmt2: m-12 = 12-r
=> m+r = 24. Insufficient. Left with C or E.

Combining the 2 stmts we could have both negative and positive values of r. Hence E.
