According to me, unqualifying means that something is not meeting the standard...but the actual meaning shows that support was non-restrictive..

This SC involves a "style/idiom" phrase: "the support of ______."

While you're not necessarily going to see this particular phrase on the GMAT, idiom and style rules do show up frequently enough on the GMAT that it's worth learning as many of them as is reasonably possible.
